Our Story

Founding of IHA

Established in 1985, the Institute for Health & Aging (IHA) was the first campus-wide organized research unit in the University of California system focused on health and aging. Founded by Dr. Carroll Estes, IHA has a legacy of pioneering research that shapes public policy and advances health equity. Initially centered on aging and health policy, IHA has expanded its mission over the years to encompass a broader focus on health across the life course, tackling critical issues such as chronic illness, health disparities, women’s health and the social, economic and environmental impacts of tobacco, nicotine, cannabis and other substances.

IHA Directors

Dr. Carroll Estes, IHA’s founding director, laid the foundation for the institute’s enduring focus on aging and social equity. Under Dr. Patrick Fox’s co-directorship, IHA integrated a deeper focus on health policy and social determinants of health, advancing interdisciplinary collaborations. Dr. Wendy Max’s tenure further solidified IHA’s position as a leader in health economics, with her work influencing policy in tobacco control and Alzheimer’s care costs. Today, Dr. Jenny Liu leads IHA with a global perspective, emphasizing innovative delivery channels, behavioral economics and equitable access to healthcare across the lifespan. Her leadership embodies IHA’s commitment to advancing health policy and practice with a vision for transformative health solutions.
